Intermediate players should find it challenging, though the ridiculous Episode 2 and 6 housing/population goals may force them to loss interest.
Most Advanced players will have likely had experianced simular 'challenges'. If you don't like huge population goals then avoid this one.
There just wasn't enough going on to justify the episode 2&6 population goal. I had to exsorb unemployment with useless buildings. Finally when Elite housing was allowed for the parent city I found that the designer had disabled Gymnasiums which meant replaying an uneventful Colony(episode5), which again I ignored his suggestions of building elite and/or Sanctuary and went for a quick finish.
Didn't think out the ideas he was getting from forum discussions.

Parent city map was lacking a realistic quality. Bare minimum terrain features.
